As written in 5e lightning arrow was a dex save for half, technically I believe that the spell goes from being concentrated on to cast the instant your arrow/bolt/thrown weapon is sent down range and that ammunition is magically replaced by a lightning bolt. My thinking is that depending on Larian’s implantation of lightning arrow tempest may or may not be necessary. It does hurt to loose an asi by dual-classing 6/6 though. I’m thinking I’ll pick up warcaster and savage attacks for feats, or I may boost charisma to 18. As well as water and a lot of lightning spell access. It’s pretty great bless plus sleep and fairy fire and solid heals. I’m actually doing a tempest lore bard on my current play through with a couple of homies from high school.
